Citrine Prime Access is now announced with a September 23 start date.
The current evidence lists the included items:

Citrine Prime Accessories:

Players gain access to Citrine Prime, Steflos Prime, Corufell Prime, and the listed Prime Accessories through Prime Access, with an in-game Void Relic path also mentioned for Citrine Prime and her signature Prime Weapons.
No immediate gameplay action is required by the evidence; the page only announces availability and acquisition options.

If you want immediate access, choose from the available Prime Access packs: Weapons, Prime, Complete, or Accessories.
If you prefer in-game acquisition, collect and open Void Relics for Citrine Prime and her signature Prime Weapons.
No immediate action is otherwise confirmed.

A verified comparison is unavailable because no previous patch revision is supplied beyond the earlier version of the same announcement page.
The current evidence adds a confirmed September 23 start date and lists Citrine Prime Access contents in the present wording.

Supported fact: Citrine Prime Access provides direct purchase options for Citrine Prime, her Prime Weapons, and Prime Accessories.
Supported fact: Citrine Prime and her signature Prime Weapons remain obtainable through Void Relics.
Cautious implication: players interested in Citrine Prime or her signature weapons now have both paid access and relic-based acquisition paths available, depending on preference.
